New Order
The New Order, also called the New Imperial Order and the New Era of Power, was the name primarily given to the political program adopted by the Galactic Empire.
The New Order has its origin in the Declaration of a New Order by which Palpatine established the Empire in 19 BBY.
Declaration of a New Order
The Declaration of a New Order was a proclamation made by Supreme Chancellor Palpatine in 19 BBY, first as an address to an Extraordinary Session of the Galactic Senate and then to the general populace. In it, he proclaimed himself Emperor of the galaxy, legalized the extermination of the Jedi Order, and outlined his vision of transforming the thenceforth-abolished Galactic Republic into his new Galactic Empire.
The anniversary of the Declaration of a New Order's issue was celebrated as Empire Day.

"Citizens of the civilized galaxy, on this day we mark a transition. For a thousand years, the Republic stood as the crowning achievement of civilized beings. But there were those who would set us against one another, and we took up arms to defend our way of life against the Separatists. In so doing, we never suspected that the greatest threat came from within.
''The Jedi, and some within our own Senate, had conspired to create the shadow of Separatism using one of their own as the enemy's leader. They had hoped to grind the Republic into ruin. But the hatred in their hearts could not be hidden forever. At last, there came a day when our enemies showed their true natures.
The Jedi hoped to unleash their destructive power against the Republic by assassinating the head of government and usurping control of the clone army. But the aims of would-be tyrants were valiantly opposed by those without elitist, dangerous powers. Our loyal clone troopers contained the insurrection within the Jedi Temple and quelled uprisings on a thousand worlds.
The remaining Jedi will be hunted down and defeated! Any collaborators will suffer the same fate. These have been trying times, but we have passed the test. The attempt on my life has left me scarred and deformed, but I assure you my resolve has never been stronger. The war is over. The Separatists have been defeated, and the Jedi rebellion has been foiled. We stand on the threshold of a new beginning. In order to ensure our security and continuing stability, the Republic will be reorganized into the first Galactic Empire, for a safe and secure society, which I assure you will last for ten thousand years. An Empire that will continue to be ruled by this august body and a sovereign ruler chosen for life. An Empire ruled by the majority, ruled by a new constitution!
By bringing the entire galaxy under one law, one language, and the enlightened guidance of one individual, the corruption that plagued the Republic in its later years will never take root. Regional governors will eliminate the bureaucracy that allowed the Separatist movement to grow unchecked. A strong and growing military will ensure the rule of law.
Under the Empire's New Order, our most cherished beliefs will be safeguarded. We will defend our ideals by force of arms. We will give no ground to our enemies and will stand together against attacks from within or without. Let the enemies of the Empire take heed: those who challenge Imperial resolve will be crushed.
We have taken on a task that will be difficult, but the people of the Empire are ready for the challenge. Because of our efforts, the galaxy has traded war for peace and anarchy for stability. Billions of beings now look forward to a secure future. The Empire will grow as more planets feel the call, from the Rim to the wilds of unknown space.
Imperial citizens must do their part. Join our grand star fleet. Become the eyes of the Empire by reporting suspected insurrectionists. Travel to the corners of the galaxy to spread the principles of the New Order to barbarians. Build monuments and technical wonders that will speak of our glory for generations to come.
The clone troopers, now proudly wearing the name of Imperial stormtroopers, have tackled the dangerous work of fighting our enemies on the front lines. Many have died in their devotion to the Empire. Imperial citizens would do well to remember their example.
The New Order of peace has triumphed over the shadowy secrecy of shameful magicians. The direction of our course is clear. I will lead the Empire to glories beyond imagining.
We have been tested, but we have emerged stronger. We move forward as one people: the Imperial citizens of the first Galactic Empire. We will prevail. Ten thousand years of peace begins today."''

Ideology
The appeal of the New Order arose in the waning days of the Clone Wars due to a number of factors; The perceived ineffectiveness of the non-human dominated Republic Senate, the much publicized barbarity of the armies of the alien-controlled Confederacy of Independent Systems, the widespread and growing disparity between the rich and the poor, the steady breakdown of essential services as more and more resources were necessarily diverted to the war effort. All of these things and more lent a clamor on behalf of the people for an ideology that substituted strength for perceived weakness, the protecting hand of a patriarchal father figure, the denunciation of decadent and morally dissolute forms of art and culture, and a craving for the steady, sure hand of authority to guide the galaxy out of the darkness in which it seemed to have sunk.
The tenets of the New Order can trace their philosophical underpinnings to literally thousands of works of literature, chief among them the authoritarian writings of the Four Sages of Dwartii in the early days of the Republic, the objectivist philosophies of the ancient Sith thinkers, and most importantly, elucidated clearly in Emperor Palpatine's own bestselling book published after the Declaration of a New Order, My People, My Vision.
The struggle laid out for the people of the galaxy, if the codes of the New Order were held foremost in the minds of its citizens, would, it was claimed, lead to a peaceful and ordered galaxy of continuous and strong rule for the next 25,000 years.
Militarism
One of the major planks of support for the New Order was a drive toward rampant militarism. Enormous sums of credits were earmarked for the renovation of both old and venerable military academies on thousands of worlds as well as the construction of new facilities. A continual emphasis was placed on the apparently contradictory concept that in order to achieve eternal peace, the galaxy must be continually at war. That despite possessing and building the greatest and strongest military ever seen, there existed dangerous enemies who lurked in the shadows, prepared at any time to move against the proponents of peace should the let down their guard.
In the early days of the New Order, much is made of the need for the newly established Galactic Empire to pacify and bring order to the surrounding "barbaric" regions of space. It is, according the New Order thought, incumbent upon the Human High Culture of the Core worlds to liberate their fellow humans held in either physical or cultural bondage on worlds around distant stars, to achieve unity of culture, of species, and of intent across the galaxy.
Xenophobia
Central to the rising power of the New Order is the belief that humanity is destined to fully inherit the galaxy by merit of superior genetics, superior culture, and superior morality. Manifesting itself even before the Declaration of the New Order in the form of anti-alien rallies held across the Galactic Core in response to the threat of the alien-dominated Confederacy of Independent Systems during the Clone Wars, in the dawning days of the new Empire, these sentiments would be encouraged to grow.
As the New Order dawns, the re-writing of the Imperial Code of Justice would begin to enshrine principles of human bias into the legal framework of the galaxy, including such principles as the requirement that alien run businesses would be required to register themselves (at elevated fines) with the proper Imperial departments, physical relationships between humans and other alien species would be expressly forbidden, and that non-humans would be barred by law from serving in the rapidly growing Imperial Military.
Sex and Gender
The New Order, though widely accepted and endorsed by many women across the Core Worlds, revealed itself to be strongly anti-feminist in practice. The New Order advocated that the proper place of females was in the home, creating a supportive and strong environment for the soldiers of the Empire, and a safe place for the raising of new sons for the New Era of Power.
This would reveal itself in the strong preference in both government and military for he promotion of male officers and bureaucrats over their perhaps more qualified female co-workers, the subtle and not-so-subtle propaganda push by the government run news networks encouraging women to bind themselves to a man, and to enthusiastically embrace motherhood as not only a health requirement, but as a duty to the state, and steady passage of laws that begin to strip women of their long-granted rights of control over their own finances, inheritance, business, and even body.
Art and Culture
The culture of New Order proponents was ascetic and minimalist except in service to the state, where grand bombast was both encouraged and, in some cases, required. These aesthetics were encouraged throughout the galaxy by the Coalition for Progress, an arm of COMPNOR. The encouragement is towards a form of art that praises the state, the ideals of the New Order, and the fighting spirit of the military. Any form of art that could be accused of "sapping the will" of the people, either through an exploration of darker themes or, worse, concepts that could be termed seditious, was to be shunned.
Despite this, there existed a sharp dichotomy in Imperial culture. On one hand, there was certainly a change from the artistic vibrancy of the Galactic Republic. On the other, the privileged élites of the Core Worlds that formed the ruling class of the Empire often attended soirées, fêtes, and balls. These fortunate few enjoyed a charmed existence under the Empire where Human-produced operas and artwork presented a sort of intellectual renaissance, at the expense of non-Human or politically "subversive" art.
Social Class
Much was made in the New Order of the inherent "goodness" and morality of the common man, and many of the highest ranking officials in the advent of the New Order were so-called simple men who rose high on the back of their talent and ambition. This emphasis, though, swiftly disappeared in the reality of the support garnered by the relatively wealthy and supremely influential old money houses of the Core, leading, in practice, to a principle more akin to a plutocratic and autocratic governance.
The old noble families of the Core Worlds, almost uniformly, found great power and prestige to be open to them as the natural tendency of empire settled onto the shoulders of the aristocracy and the capitalist elite. There was soon a sharp contrast between the highly cultured and Core World biased political elite and officer corp and the comparatively middle class bulk of bureaucrats, functionaries, and enlisted soldiers.
Economic Practice
Following the Clone Wars, the Empire started a process of stabilization and expansion of the economy. The dawning of the Galactic Empire and the advent of the New Order would see an unprecedented move by the central government towards a process of centralization, nationalization, and deregulation. Corporate interests who align themselves early on with the New Order will see their power and wealth grow a million-fold as they are hand-picked to succeed in the new paradigm of the galaxy. Those companies who are slow to embrace the changes of the Empire will find themselves drowned in red-tape, arbitrary inspects, and in some cases, outright nationalization.
In support of the process of "humanification" of the galaxy, virtually all of the alien held business interests of the Confederacy will be absorbed by the government, their assets chopped up and divided among Palpatine's greatest supporters. The other worlds of the new Empire will be steadily subjected to the COMPNOR Coalition for Progress and Coalition for Improvements, and their economies and infrastructure brought in line with the ideals of the New Order.
Religion and the Force
In the sphere of religion in general, the New Order took a strongly humanist view, seemingly interested in substituting loyalty to the state for any overtly religious thinking, though attacks on religion were not truly central to it's core philosophy.
On the subject of the Force, however, the New Order took a strongly skeptical stance, denouncing the Jedi Order as a cult of magicians, an order of oppressive monks who used tricks and nonsense to convince the galaxy they had powers surpassing that of the average man. To the New Order, there was no such thing as magic, the Force, or any such myth, and belief in such things simply held back the believer from unlocking his own true potential.
